The growth of packet-based voice services is leading to integration of voice and other services over packet switched data networks. This paper explores a possible path that the telephone service industry may follow as this integration is accelerated by technological advances that improve the capabilities of packet-based services while reducing their costs. q 1999 Elsevier Science B.V.
